Do I still have to pay the speeding ticket if the charges are dropped?



I live in Orlando, Florida and got a speeding ticket in Gainesville. I also wasn’t wearing my corrective lenses, so it was a criminal offense. I went to court IN GAINESVILLE and had shown them that I have corrective lenses, so they told me all the charges are dropped and I can go home. I recently got a letter saying I owe money for the speeding ticket by January or I have to get a pardon letter from the court in GAINESVILLE and give it the DMV. Do I still owe them money or were ALL the charges dropped?
